唐山高新技术创业中心成立于1998年4月，坐落于唐山高新区，拥有孵化场地63000㎡，公共设施完备。2012年被认定为省级服务外包产业基地，已认定省级服务外包企业16家。目前在孵企业128家，有服务外包业务的企业达到80%，其中半数为软件企业。中心为服务外包企业特别是软件企业提供孵化场地、开发条件、资金筹措、人才培育和指导性管理等综合服务，包括：工商注册、税务登记、企业年检；各级科技项目和科技基金的申报、火炬计划申报以及财会、商务、培训、人力资源、信息、法律等全方位、全过程的服务。

Tangshan Hi-tech Innovation Center was established on April 4, 1998, located in Tangshan Hi-tech Industrial Development Zone, with perfect public facilities and incubation area of 63,000 m². The center was identified as the provincial service outsourcing industrial base in 2012, with 16 identified service outsourcing enterprises of provincial level. At present, there are 128 enterprises being incubated in the center, 80% of them deal with service outsourcing business and half of those outsourcing enterprises specialize in software. The center provides service outsourcing, especially software enterprises with incubation area, development condition, financing, talent training and instructive management etc. The center also supports the enterprises with comprehensive services, including industrial and commercial registration, tax registration and annual inspection; the declaration of science and technology projects, science and technology funds at all levels, the declaration of torch plan. And the all-round service involves finance, business, training, human resources, information and law etc.
