东北大学秦皇岛分校是经教育部批准正式成立，在东北大学统一规划下，面向全国招生，相对独立办学的普通高等学校。学校始建于1987年，是东北大学的有机组成部分；1996年，正式进入首批“211工程”重点建设行列，承担东北大学“211工程”建设子项目；1998年，随东北大学划入教育部；2001年，经教育部批准，在继续面向全国独立招生的基础上，电子注册和学生毕业统一归口东北大学；2006年，开始承担东北大学“985工程”建设子项目。

学校位于奥运协办城市之一的秦皇岛市，北倚燕山、南临渤海，校园内林木花草郁郁葱葱，楼群建筑风格迥异，环境优美清新，文化氛围浓厚，生活设施完善，是一所蓬勃发展的现代化大学。

东北大学秦皇岛分校2007年被认定为“秦皇岛市服务外包人才培训基地”，2012年2月被评定为“河北省服务外包培训基地”。基地的培训任务由学校计算机与通信工程学院和计算中心共同完成。计算中心建筑面积2500平方米，拥有国内领先的软、硬件设施，中心下设10个计算机实验室用于服务外包培训工作,拥有教学用计算机600余台，可同时容纳600人接受高标准的服务外包培训。依托计算机与通信工程学院雄厚的师资力量面向本校学生和服务外包企业开展培训工作，可提供计算机基础、计算机语言、数据库、计算机网络、Java语言程序设计、系统辨识与MATLAB仿真、C++语言程序设计、数值计算、数学建模、统计软件、ISPLD等各类培训。河北东软软件有限公司作为学校的实训基地，可提供各类服务外包实训项目。

 Northeastern University at Qinhuangdao, whose founding was officially approved by China’s Ministry of Education, is a general institute of higher learning. Under the general program of Northeastern University, it enjoys independence in the management and recruits students nationwide. NEUQ was originally founded in 1987 as an organic component of Northeastern University. In 1996, it entered Project 211, conducting the sub-projects of Northeastern University. In 1998, together with Northeastern University, it became a university directly under the Ministry of Education. In 2001, under the approval of the Ministry of Education, its computerized recruits and graduation of students were put under the unified management of Northeastern University. Meanwhile, it kept enjoying its independence in enrolling students from all over China. In 2006, it started to conduct the sub-projects of Project 985.

The campus is located in Qinhuangdao, a coastal city with Yanshan Mountian in the north and Bohai Sea in the south. Decorated in blooms and blossoms, the campus is lush and green. Standing on the campus are buildings of various styles. NEUQ has emerged as a flourishing modern university with beautiful surroundings, rich culture and good facilities.

Northeastern University at Qinhuangdao (NEUQ) was identified in 2007 as “Qinhuangdao Service Outsourcing Talent Training Base”, and “Service Outsourcing Talent Training Base of Hebei Province” in February 2012. The trainings are provided jointly by School of Computer and Telecommunication Engineering and Computer Center. The Computer Center with an area of 2,500 square meters is equipped with domestically leading software and hardware. Ten computer labs with 600 computers are available for training purpose, and can accommodate up to 600 trainees. Relying on the strong teaching staff and abundant teaching resources of the School of Computer and Telecommunication Engineering, the base provides trainings for students of NEUQ as well as enterprises involved in service outsourcing. A variety of basic trainings are provided including Fundamentals of Computer, Computer Languages, Database, Computer Network, Java Program Designing, System Discrimination and MATLAB Simulation, C++ Program Designing, Numerical Analysis, Mathematical Modeling, Statistical Software, ISPLD and so on. Hebei Neusoft Co., Ltd as a practical training base of NEUQ provides training programs of various types on service outsourcing.
