唐山市科技创新情况
    
唐山地处环渤海湾中心地带,是一座具有百年历史的沿海重工业城市,2016年唐山完成地区生产总值6474亿元,位居全国25位,河北第一,是京津冀城市群中较大城市习近平总书记提出把唐山努力建成东北亚地区经济合作的窗口城市;努力建成环渤海地区的新工业化基地;努力建成首都经济圈的重要支点“的发展方向。唐山市积极推动创新发展,坚定不移推动发展方式由要素投入增长型向创新驱动转变、资源依赖型发展向沿海开放拉动转变,全面提升科技创新能力,加快形成以创新为引领的经济体系和发展模式.
    积极推进国际科技交流与合作。紧紧围绕促进开放创新、合作创新,搭建平台、优化服务,进一步拓展国际科技合作渠道,在高端制造、新能源、节能环保、新一代信息技术、生物医药等领域,促进了企业与美国、俄罗斯、德国、日本、韩国、加拿大、意大利、匈牙利等国家开展科技交流与合作。建有11家省级以上国际科技合作基地,唐钢与世界著名焊丝生产商(日本)、美国、奥地利、老挝等钢铁公司开展了深入的国际科技合作与交流;神州机械国合基地与美国联合开发的“低热值煤炭提质工艺及装备”、和“ZM高效矿物分离机”分别进入工业化应用试验阶段;“一种干燥干选联合原煤提质设备及方法”获得美国和乌克兰专利授权。唐山建华示范基地在澳大利亚设立公司,研究开发石墨烯超级电容器技术,美国交通技术中心公司 (TTCI)在车辆动力学分析、动态试验、车体强度和碰撞分析等方面开展技术合作,河北华通线缆国合基地与韩国联合开展适用于海底挖沟、海底打捞、海底采矿、海洋勘探、海底机器人等多功能海洋装备线缆工艺研究,同方国芯蓝宝石国合基地成功完成了低位错、大尺寸LED衬底用蓝宝石单晶生长和衬底片技术研发并完成成果转化,解决了蓝宝石衬底材料的国产化的瓶颈问题,唐山拓又达国合基地研制的低温低压低风速区域垂直轴风力发电机组完成在南极科考站的安装且运营正常等。
    深入实施创新驱动发展战略,科技创新能力不断提升,产业创新发展能力不断增强。2014年—2016年,登记国家科技成果802项,河北省科学技术奖116项(一等奖8项,二等奖20项),申请专利13983件(发明专利3935件), 授权专利9127件(发明专利1257件)。
积极推动提升企业技术创新平台。拥有市级以上工程技术研究中心、重点实验室、产业技术研究院总数达205个,获批全国、全省首批“星创天地”15家,拥有市级以上企业技术中心133家,其中国家级企业技术中心6家,省级企业技术中心86家,市级企业技术中心41家。国家地方联合工程实验室1家,省级工程实验室10家;
积极组织企业走出去,请进来对接引进技术成果。举办了“第十九届唐山中国陶瓷博览会人才技术交流大会”、“第十九届中国北京国际科技产业博览会”、中科院新兴产业成果对接活动、京津冀技术成果交流对接会、天津高校河北行活动。

Overview on Tangshan’s Scientific and Technological Innovation
    
Located in the center of Bohai Sea Bay, Tangshan is a coastal heavy-industrial city with a history of over a hundred years. As a key and large city in Beijing-Tianjin-Hebei city group, Tangshan’s regional GDP of the year 2016 has reached 647.4 billion yuan, ranking No.1 in Hebei province and the 25th in China. President Xi Jinping has pointed out that we should build Tangshan into a window for economic cooperation in Northeast Asia, a new-type industrialization base in Bohai Sea Rim area and a key pivot of the Capital Economic Circle. To promote innovation and development, Tangshan is committed to change the mode of growth from relying on input of economic elements to depending on innovation driving factors, and from relying on resource exploitation to depending on coastal opening-up. Meanwhile, on the basis of a comprehensive upgrade of scientific and technological innovation capability, a new economic system and development pattern with innovation as the leading factor have began to take shape.
Tangshan endeavors to promote international scientific and technological exchange and cooperation. By boosting opening-up and cooperation innovation as well as building up platforms and optimizing services, the city has broadened the international cooperation space on science and technology, in which local enterprises have been carrying out exchange and cooperation with countries like USA, Russia, Germany, Japan, ROK, Canada, Italy and Hungary in the fields of high-end manufacturing, new energy, energy conservation and environment protection, new generation of information technology, biological medicine, etc. Eleven international scientific and technological cooperation bases of provincial-level and above have been set up. Tangshan Iron&Steel Company has carrying out intensive exchange and cooperation with Japan’s world-famous welding wire manufacturers and iron and steel companies of USA, Austria and Laos. Shenzhou Machinery Base has developed, jointly with USA, upgrading process and equipment for low calorific value of coal as well as ZM efficient mineral separator, which are both in the stage of industrial application test. A method and equipment for raw coal to mass along with desiccation and dry separation has been granted patterns by USA and Ukraine. Tangshan Jianhua Demonstration Base has established a branch company in Australia to do research on graphene supercapacitor technology and carried out cooperation on vehicle dynamics analysis, dynamic test, vehicle body strength and collision analysis with TTCI. Hebei Huatong Wires and Cables Group Base has researched, jointly with ROK, on cables for seafloor robot and multi-functional marine equipment applied to ocean trenching, refloating, mining and exploiting. Tongfang Core Sapphire Base has successfully developed technologies for sapphire crystal growth used on low fault and large-sized LED substrate and for substrate slices, and has completed achievement transformation, overcoming the obstacle on homemade sapphire substrates. Tangshan Toyoda Base’ low temperature-low pressure-low wind speed regional vertical axis wind generating set has been installed in Antarctic science investigation and functioning in operation.
   Tangshan endeavors to carry out an innovation-driven development strategy. Its scientific and technological innovation capability has been constantly upgraded and industrial innovation capability has been constantly strengthened. Over the last three years, the numbers of the city’s registered national scientific and technological achievements, provincial scientific and technological achievements, patent application and granted patents respectively came up to 802, 116(eight for first prize and twenty for second prize), 13983(3935 for invention) and 9127(1257 for invention).
Tangshan endeavors to uplift enterprise technology innovation platforms. In Tangshan, the sum total for municipal-and-above level engineering technology research centers, key laboratories and industrial technology research institutes numbers 205, that for enterprises nationally and provincially titled star-level innovation space in the first released list numbers 15, that for national, provincial and municipal enterprise technology centers respectively numbers 6, 86 and 41, and that for state-and-local joint engineering laboratory and provincial engineering laboratories respectively numbers one and ten.
Tangshan endeavors to boost enterprises to go outbound and attract inbound so as to exchange technological fruits. To realize the goal, the city has in succession organized activities such as the 19th Tangshan China National Ceramic Exposition and Talent and Technology Exchange Fair, the 19th China Beijing International High-tech Expo, Chinese Academy of Sciences emerging industry achievements exchange, Beijing-Tianjin-Hebei technology achievements exchange, and Tianjin universities and Hebei enterprises exchange.
