燕郊服务外包示范园区依托燕郊国家级高新技术产业开发区建设，2012年被认定为河北省服务外包示范园区。园区区位独特，交通便利，西距天安门30公里，西北距首都机场25公里。按照“主动融入、全面对接、同城一体、借势发展”的思路，全面加强与北京的基础设施一体化建设，城市基础设施全部实现高标准“十通一平”配套标准，金融、商贸、文化、体育、教育、卫生、旅游、休闲等公共服务设施齐全，环境优美。区内驻有专业科研机构20余家，大专院校8所，人才荟萃，知识密集。燕郊高新区经过20年的发展，先后吸引国内外700余家项目，投资总规模超600亿元。形成了以信息电子、新能源、新材料、汽车配件、先进装备制造为主的高新技术产业，以现代物流、文化创意、健康休闲为主的现代服务业双轮驱动的发展格局。现已发展成为建成区面积50平方公里，总人口50万，京东地区最富发展实力、发展魅力、发展活力的现代化经济新区和首都卫星城。

示范园区成立以来，积极承接北京产业转移，服务外包产业呈现快速发展的态势。在以软件研发和信息技术等信息技术外包服务（ITO）为主的基础上，金融后台服务、呼叫中心、数据中心、电子商务平台、第三方物流等业务流程外包服务（BPO）快速兴起，引进了一批投资规模大、企业知名度高、辐射带动强的服务外包骨干企业。如安邦财险燕郊后援服务中心、申江万国数据金融档案信息服务中心、灵图软件、华通软件、超星数字、光环云谷信息、爱普数据全球研发中心等项目，以及含有外包业务的胜记仓物流城、燕郊空港物流园、汇福粮油物流等大型物流企业。同时，总投资200亿元、占地1823亩的东方国际创业园（首尔园），总投资100亿元、占地3800亩的省建投现代服务产业园，总投资46亿元、占地2000亩的燕郊空港物流园，总投资30亿元、占地600亩的安邦财险后援服务中心等一批特大项目的建设，都将提供良好的载体和平台，吸引大批服务外包企业入驻。

Profile of Yanjiao Services Outsourcing Demonstration Area

The establishment of Yanjiao Services Outsourcing Demonstration Area is supported by Yanjiao National High Tech Industrial Development Area, and it was approved as province level demonstration area of Hebei in 2012. The area has numerous advantages of expanding services outsourcing industry. It is uniquely located with convenient transportation: 30 kilometers west to Tian’an men, 25 kilometers northwest to Beijing capital airport. According to “active integration, comprehensive transfer, unify cities, seize opportunities”, this area comprehensively strengthen the infrastructure integration with Beijing. Infrastructure and services (leveled ground, paved roads, water, gas, sewage and drainage, electricity, telephone, broadband, cable TV and heating) are high standard. Public service facilities such as finance, trade, culture, sports, health, tourism and leisure are fully equipped, and the environment is excellent. There are more than 20 professional research institutions and 8 universities. Talented people are gathering here that makes the area knowledge-intensive. After 20 year’s development, Yanjiao National High Tech Industrial Development Area has attracted more than 700 domestic/foreign projects. The total investment is over ￥60 billion. Strong industry foundation results in its development pattern of two-wheel driving. One wheel is hi-tech industry mainly including electronic information, new energy, new material, auto parts and advanced equipment manufacturing. The other is modern service industry including modern logistics, cultural and creative industry, and health and leisure industry. This area has developed into a modern economic area as well as a satellite city of Beijing with built-up area of 50 square kilometers now, and total population of 500,000. It has the most strength, charm and vitality among all the regions east to Beijing.

The demonstration area actively undertook industries transferred out from Beijing since its establishment. So the services outsourcing industry developed rapidly. Based on information technology outsourcing services (ITO), business process outsourcing (BPO) services rose rapidly such as the financial back-office service, call center, data center, electronic commerce platform and third party logistics. A number of key enterprises moved in with large scale of investment, great popularity and powerful influences. For instance: Shenjiang Wanguo Financial Archives Information Service Center, Tuling Software, Huatong Software, Chaoxing Digital, Guanghuan Yungu Information, Aipu Data Global R&D Center. And many large companies such as Shing Kee Godown Logistics City, Yanjiao Airport Logistics Park and Hope Full Grain & Oil Logistics render outsourcing services. Meanwhile, the construction of a number of major projects has started. Oriental International Incubator Park (Seoul Park) has total investment of ￥20 billion and covers an area of 1823 acres. Modern Service Industry Park is constructed by Hebei province and invested with ￥10 billion and 3800 acres of area. Yanjiao Airport Logistics Park has ￥4.6 billion investments and covers an area of 2000 acres. Anbang Property Insurance Backup Service Center is invested with ￥3 billion and 600 acres of area. These major projects will provide good supports and platforms for much more services outsourcing enterprises to enter.
