唐山高新区1992年4月经河北省人民政府批准成立。2010年11月，经国务院批准升级为国家高新技术产业开发区，规划面积31平方公里。2012年2月，唐山高新区被认定为“河北省服务外包示范园区”和“河北省服务外包产业基地”。

目前唐山高新区共有服务外包企业83家，主要业务涉及软件开发及技术服务、电子商务、信息系统运营和维护、企业管理数据库服务、工业设计等。按照服务外包业务范畴划分，具体为信息技术外包服务企业（ITO）49家，技术性业务流程外包服务企业（BPO）21家，技术性知识流程外包服务企业（KPO）13家。业务区域包括美国、德国、日本、澳大利亚、新加坡、印度、澳门等国家和地区。

唐山高新区“十二五”期间将把服务外包产业发展纳入区域整体规划统筹发展。以总建筑面积10万平米的软件园和总建筑面积6.5万平米的国家创业中心为载体，以高新技术产业为引领，以承接业务流程外包、信息技术外包为重点，大力发展软件开发、现代物流、生物制药、动漫游戏、银行保险、人力资源、管理咨询等领域的服务外包。

重点企业包括：唐山中联耐材电子商务有限公司、唐山市唐宋企业管理咨询有限公司、唐山钢铁集团微尔自动化有限公司、河北熙元科技有限公司、唐山启奥科技有限公司等。

INTRODUCTION TO Service Outsourcing DEMONSRATION PARK  of Tangshan National Hi-tech Industrial Development Zone

Tangshan National Hi-tech Industrial Development Zone was established in April 1992 approved by Hebei Provincial People's Government, and was upgraded National High-tech Industrial Development Zone in November 2010 approved by the State Council, with a planning area of 31 sq. km. In February 2012, Tangshan National Hi-tech Industrial Development Zone was identified as the Service Outsourcing Demonstration Zone of Hebei Province and Service Outsourcing Industrial Base of Hebei Province.

At present, there are 83 service outsourcing enterprises in Tangshan National Hi-tech Industrial Development Zone totally,with major business involved in software development, IT services, e-commerce, information system operation & maintenance, enterprise management database services, industrial design etc. According to the category of service outsourcing business, 49 of them are information technology service outsourcing(ITO) enterprises, 21 are business process service outsourcing(BPO) enterprises and 13 are knowledge process outsourcing(KPO) enterprises, with the business areas covering United States, Germany, Japan, Australia, Singapore, India, Macau and other countries and regions.

Tangshan Hi-tech Industrial Development Zone will integrate the development of service outsourcing industry into the regional integral planning development during the 12^th five-year plan. Based on software park with the total building area of 100,000 m² and national hi-tech innovation center with the total building area of 65,000 m², led by hi-tech industries and focused on undertaking business process outsourcing and information technology outsourcing, the zone attaches great efforts to develop service outsourcing industries, including software development, modern logistics, biological pharmaceuticals, animation and games, banking and insurance, human resources and management consultation, etc.
