2008年，秦皇岛经济技术开发区（以下简称开发区）被河北省商务厅、河北省科学技术厅、河北省工信厅分别认定为“河北省服务外包示范区”和“河北省服务外包培训基地”；2012年，开发区“数据产业基地”被认定为省级服务外包产业基地。截止2012年底，开发区拥有63家省级服务外包认定企业，服务外包产业已初具规模。“十二五”期间，开发区以完善的软硬件服务为保障，搭建优质的服务外包公共服务平台，建立优良的服务外包政策体系；以人才培育为重心，加快完善服务外包人才支撑体系；以优势产业为核心，重点培育具有数据产业特色的服务外包产业集群，充分挖掘服务外包产业潜力，加速服务外包产业发展。

In 2008, Qinhuangdao Economic and Technological Development Zone (referred as to QETDZ ) was identifies as Service Outsourcing Demonstration Area of Hebei province and Service Outsourcing Training Base of Hebei province by Hebei Provincial Commerce Department, Hebei Provincial Science and Technology Agency, and Hebei Provincial Industry and Information Department, respectively. In 2012, the Data Industry Base of QETDZ was identified as provincial service outsourcing industry base. By the end of 2012, QETDZ has possessed 63 provincial service outsourcing enterprises, and Service outsourcing industry has begun to take shape. During the 12^th Five-Year period, guaranteed by perfect service of hardware & software, QETDZ set up the high quality public service platform of service outsourcing, and established excellent policy system of service outsourcing. Centered on cultivating talents, QETDZ speeded up to improve the supporting system of service outsourcing talents. With advantaged industries as the core, QETDZ focused on cultivating service outsourcing industry cluster with data industry characteristics, fully tapped the potential of service outsourcing industry to accelerate the development of service outsourcing industry.

自2008年秦皇岛经济技术开发区提出发展数据产业以来，服务外包产业已成为数据产业发展的重要组成部分，服务外包业也成为是秦皇岛经济技术开发区重点发展的战略性新兴产业。



 截止2012年底，秦皇岛经济技术开发区拥有63家省级服务外包认定企业，服务外包产业已初具规模。



数据产业基地标志性建筑数谷大厦，为入驻园区的服务外包企业提供高标准现代化的办公场所和相关配套服务。
